Requirement for the correct answer?

I wonder how examiners mark short answers in exams. As long as answered picture matches with the correct answer, it is correct- this means the verbs, adjectives and maybe nouns have to be the same or at least synonym to the correct answer. (For example, "Reading is an important tool for people of many societies allowing them to access information " matches with "reading is necessary for many people permitting to get information.")?
